You cannot add users without user management privileges

The account is the highest level of the three hierarchies and can be considered as the hierarchy where users are primarily managed. From the account, you can manage the permissions for all properties and views that belong to that account.

Properties
Properties are located in the middle of the three hierarchical levels, and are investors email lists used to manage tracking information and set up integrations with various services, including Google Ads. Note that those who have been granted a property are also granted view permissions for the properties that are located in the lower level.

View
The view is the lowest level of the three hierarchical levels, and is where you configure various settings related to Google Analytics reports, such as filter settings and goal settings. The contents of this view are displayed in Google Analytics reports.

Not everyone can add users; only those with user management permissions can do so. Therefore, if you do not have the permissions and want to add a new user, you will need to consult with someone who has the permissions and have them add you.
