New fine for driving without insurance in 2025

In December, the State Duma adopted a bill to increase fines for driving without an MTPL policy. After adoption in the lower house of parliament, the document is subject to approval in the Federation Council and signing by the President of the Russian Federation. If this happens, the new law will come into force on January 1, 2025.

The initiators of the increase in fines were deputies from Kabardino-Balkaria. In their opinion, which was supported in the State Duma, the current fines do not encourage drivers to eliminate violations, and the damage in the absence of OSAGO is incomparable with the damage that the driver causes to victims in the event of an accident.
Will there be a fine for not having compulsory motor insurance according to cameras?
Fines for the absence of OSAGO will not be issued by cameras from January 1. However, in test mode, cameras will identify violators from March 1, 2025. The camera will identify a driver without an OSAGO policy and send him a notification via "Gosuslugi". This will be a notification, not a fine - only traffic police officers will be able to punish violators.
The testing is planned to be carried out within 12 months. If successful, the system will work in the same way as fines for speeding and not wearing a seat belt - a fine order will be sent to the post office or via "Gosuslugi".
In addition, from March 1, 2025, drivers will no longer be required to provide an MTPL policy when registering a car. The policy can be purchased within 10 days from the date of ownership, and the State Traffic Safety Inspectorate will not require a policy when registering a car or changing the owner.
