The beginning of partial mobilization in Russia was announced by Russian President Vladimir Putin on September 21, 2022. "In 2025, to call upon citizens of the Russian Federation who are in the reserves to undergo military training in the Armed Forces of the Russian Federation, the troops of the National Guard, the rescue military formations of the Ministry of the Russian Federation for Civil Defense, Emergencies and Elimination of Consequences of Natural Disasters, state security agencies and the federal security service agencies," the document says.
