Once we figure out whether to show two pages or one page in the results, or if we think the best solution in this situation is to show two pages or one page, we'll figure out whether to merge or differentiate.

If we think there should be just one page, we might want to take our two pages, combine the best content, pick the URL that has the strongest backlinks, historical performance, etc., and then redirect another URL to that combined page to have the best content, serve the nuances of what we now know is an intent.
