Of course, they don't really know what they want, and with their tenders they are capable of "blowing out the brain" of anyone, but they have money.

The only thing missing from the list of attractive potential clients are Russian medium-sized businesses. But research agencies are not charitable foundations, business incubators, universities, or even training centers. They need to earn money by selling an intellectual product (service) to a solvent, adequate customer.
