ComNews editorial staff received a letter in response to the appeal of the Association of Small Telecom Operators on the issue of finalizing the draft resolution of the Russian government aimed at optimizing the list of licensed communication services. It states that "the argentina whatsapp number databa se current version of the draft proposes to reissue the license for the provision of PDGI communication services upon the licensee's application for a license for the provision of local telephone services or a license for the provision of data transmission services, automatically without assessing compliance with the relevant licensing requirements."
"It is assumed that, taking into account the requirements of paragraph 5 of Article 2 of the Federal Law of August 4, 2023 No. 473-FZ, the provisions of the draft resolution will enter into force on March 1, 2025, while the licensee's right to submit an application for re-registration of the PDGI license will be retained until March 1, 2026," wrote Dmitry Tur.

"The goals that were pursued by this law will not be realized," said Alexey Sturov, President of the Association of Communications Companies and General Director of Ramtel LLC.
According to Anvar Ismailov, CEO of JSC Vainakh Telecom, the proposal of the Ministry of Digital Development will not affect the operator's activities in any way, since operators are given a whole year until March 1, 2026, to make a decision. And the fact that the re-registration will be done automatically, without assessing compliance with licensing requirements, simplifies the task.
"For small and medium operators, the communications services market is usually limited to one region, and the introduction of new networks into operation or the reconstruction of old ones is carried out in a simplified form subject to certain criteria. SORM and the Yarovaya Law cause difficulties, but here we have practically solved these problems and by the time of re-registration these issues will be closed - unless, of course, new initiatives are introduced that will have to fall on the shoulders of operators," Anvar Ismailov told a ComNews correspondent.
He noted that the final decision on changing the license of Vainakh Telecom will be made after consultation with lawyers, other operators and regulators.
Representatives of the press services of PJSC MegaFon, PJSC MTS, PJSC VimpelCom, LLC T2 Mobile, PJSC Rostelecom and PJSC Tattelecom did not answer questions from a ComNews correspondent.
