Chairman of the State Duma Committee on Financial Markets Anatoly Aksakov said at the Moscow Financial Forum that the relevant State Duma committee is developing a mechanism for the flow of digital financial assets (DFA) to the traditional stock market. According to him, the bill will introduce digital certificates into circulation that will reflect the flow of DFA to the traditional financial market and back.

In my opinion, legislative decisions must be made to ensure that information systems are compatible, and there must be a free flow of tokens and assets from one system to another so that investors find it more interesting to work with these instruments. And it is also necessary to ensure free flows from the traditional securities market - from bonds, shares - to digital financial assets," said Anatoly Aksakov.

According to Valery Petrov, a member of the expert council of the Russian Association of Cryptocurrency and Blockchain, the bill will solve three important problems. Firstly, it will introduce digital certificates, which will in fact become another security on traditional stock markets and thereby expand the secondary circulation opportunities for the digital financial assets market. Secondly, it will increase the capacity of the secondary securities market in Russia. Thirdly, it will increase the liquidity of the assets for which digital certificates will be issued.
"A wide range of investors will be interested in buying and selling such certificates, liquidity will increase and the spread, that is, the difference between the purchase and sale price of such assets, will decrease. In general, this will have a positive effect on investor interest in digital financial assets and will have a positive effect on the capitalization level of the Russian stock market," said Valery Petrov.
