Each candidate may have the equivalent of 1% of the electorate in terms of the number of campaign workers . In municipalities with more than 30,000 voters, it is permitted to add one more campaign worker for every thousand voters exceeding 30,000.
Therefore, in a city with 30 thousand voters, the candidate will be able to hire up to 300 campaign workers. If there are 31 thousand voters
Spending cap on campaigns
In 2016, a spending cap was set for the first time for city council and mayoral campaigns. Each city has a different limit for each position.
The minimum limit set in cities with fewer than 10,000 voters is R$108,000 for mayoral candidates and R$10,800 for city council candidates .

The candidate may still use his own resources to finance his turkey mobile database campaign, as long as it does not exceed 10% of the limit set for the position he is running for.
What can be done:
The dissemination of electoral propaganda is permitted through the distribution of leaflets, flyers, stickers and other printed material, which must be published under the responsibility of the party, coalition or candidate, regardless of obtaining a municipal license and authorization from the Electoral Court.

Electoral propaganda on public roads
The use of flags and tables for distributing material is permitted, as long as they do not obstruct traffic and pedestrians.
Speakers or amplifiers
The use of loudspeakers or sound amplifiers is only permitted between 8 am and 10 pm. If it is held at a rally, the time is between 8 am and midnight. (Art. 39, § 3, of Law No. 9,504/97).
