Payment applications must be submitted no less than once every 6 months , which is a change compared to the 2016 and 2017 competitions (no less than once every 3 months) and a continuation of the rules for the 2018 competition.

Change in the value of the maximum subsidy

The introduction of the obligation to implement projects based on lump sums also forced a change in the maximum value of funding that can be obtained for 1 project in the Go To Brand 2019 competition. It amounts to PLN 430,280.00 , which is the equivalent of EUR 100,000 converted at the exchange rate on the day the competition was announced.

Settling the project based on lump sums is a great convenience for the beneficiaries , primarily due to the lack of obligation to provide detailed documentation of incurred costs and selection of contractors for individual orders, which results, among others, from direct provisions of the co-financing agreement:

par. 8, sec. 4. – Expenses settled using lump sum amounts are treated as incurred expenses. The beneficiary is not obliged to collect or describe accounting documents to confirm the incurrence of expenses settled using a lump sum amount.
par. 10. – In accordance with chapter 6.5 point 7. letter b of the Guidelines on the eligibility of expenditure, the procedures concerning contracts awarded as part of the project shall not apply to expenditure settled using simplified methods.
Beneficiaries participating in the competitions in 2016 and 2017 did not have such an option, while in 2018 it was only available to Beneficiaries whose projects did not exceed the amount of granted funding of PLN 416,700 and were required to be settled using the simplified method.

Apparently, the method of settling projects with lump sums has proven effective in practice, hence its continuation in 2019, which is mandatory for all projects in the competition.

This certainly simplifies the process of completing documentation concerning tasks carried out in projects for all Beneficiaries, and also significantly shortens the time needed to verify payment applications by the Intermediate Body and facilitates the settlement of projects in which an advance payment has been included.
