The press service of the Ministry of Digital Development, Communications and Mass Media (MinDigitalDev) told a ComNews correspondent that rental rates for the installation of telecom operator equipment in state and municipal buildings are not yet subject to state regulation: contracts are concluded taking into account market prices, and they, in turn, are set based on the results of an assessment by independent experts and competitive procedures - tenders and auctions.

When asked by a ComNews correspondent how far the Ministry of Digital Development has advanced in creating a unified information system on linear objects and who will be responsible for updating the data in the system, the press service of the department responded that the Ministry of Digital Development is in dialogue with the industry on this issue and is working on it taking into account the proposals of operators.

The press service of the FAS Russia told a ComNews correspondent that measures that should simplify operators' access to state and municipal property were envisaged by the "Roadmap for the Development of Competition in the Telecommunications Sector" back in 2018.

"The FAS of Russia supported the draft law establishing the procedure for access of communication operators to the specified property. When applications are received about inflated tariffs for access to such property, the FAS of Russia already considers them in the manner prescribed by the Law on Protection of Competition," the FAS press service added.

Andrey Rego, Vice President of MTS PJSC for Interaction with Government Authorities, told journalists on August 29: "I will answer as an expert, not as a company representative: the creation of any state systems, especially facilities that could be used by telecom operators, will sooner or later become irrelevant." According to Andrey Rego, operators already know which facilities can be used to build networks, so there is no urgent need to create such a system.

"The regulator must create a clear mechanism for concluding contracts between operators and state and municipal property, work out the principles for forming tariff plans, and eliminate the need to assess the cost of rent in each individual case. It is necessary to create a procedure and principles for forming rent payments," he added. According to Andrey Rego, operators are not refusing to pay for the placement of equipment, but the price must be adequate.
