Market players have formulated theses

According to Dmitry Khomutov, Director of Ideco LLC (developer of Ideco firewalls), the Digital Code, from the point of view of ensuring information security, should include protection of information containing internal data of both government agencies and commercial organizations; protection of government and commercial company servers; protection of data security from unauthorized access, obstruction of access, destruction and reprogramming.

Artem Izbaenkov, Director of Cybersecurity Development at EdgeCenter LLC (EdgeCenter cloud solutions provider), noted that the Digital Code should establish standards and requirements for the protection of personal data and the privacy of citizens, and contain provisions on cybersecurity.

He also noted that the code should regulate electronic document management, digital payments, intellectual property, e-government and establish mechanisms for resolving disputes related to the digital sphere.

According to Artem Izbaenkov, the code should secure equal access to the Internet and information, preventing discrimination, and the code of laws may also establish norms for monitoring and regulating the Internet and social networks.


Ani Aslanyan, founder of the Telegram channel "All about blockchain, brain and WEB 3.0 in Russia and the world", believes that the Digital Code will represent only the interests of the state and business in order to further increase the regulation of the user's activities on the Internet. "Only these two market participants can establish a dialogue and solve problems within the framework of such a project. Unfortunately, the work on clarifying the wishes and opinions of users will not be carried out efficiently, and the opinions of ordinary people will not be heard and taken into account."

Ani Aslanyan gives the example of the Federal Law on Personal Data and the Federal Law on Biometric Personal Data: in surveys, the population always speaks out unequivocally against the Unified Biometric System (UBS), but this does not in any way affect the adoption of laws and the approval of new rules.
