In July, the Ministry of Digital Development suspended the issuance of new grants for developments in the IT sector until September 1 in order to conduct an audit of previously issued grants, check the competence of the employees of the main operator, the Russian Foundation for the Development of Information Technologies (RFRIT), and update the composition of the commission and experts who evaluate incoming applications.
This happened against the backdrop of the arrest of the deputy head of the department, Maxim Parshin, who oversees federal projects. The official was suspected of receiving a bribe on an especially large scale (Part 6, Article 290 of the Criminal Code). Deputy Alexander Khinshtein said that Parshin was caught red-handed while receiving 3.5 million rubles in a Moscow restaurant; the money, according to preliminary data, was intended for assistance in obtaining a grant. The general director of the IT company BFT-holding, Alexander Monosov, was also arrested in this case. Both were sent to pretrial detention.
