This follows from the recently published order of the Ministry of Digital Development of the Russian Federation No. 1027 dated November 29, 2023. The document amended the List of settlements located outside the coverage area of the digital terrestrial broadcasting network of mandatory public television channels and (or) radio channels.

In the original version of this order (No. 81 of March 5, 2019, which was issued by the predecessor ministry - the Ministry of Communications), the number of settlements in which it is impossible to receive digital terrestrial TV was 17,763. Thus, over the past 4.5 years, 130 settlements without access to two federal multiplexes from RTRS have been added to Russia.
For example, among the places that have recently appeared on the list are the village of Lapushka in the Poshekhonsky District of the Yaroslavl Region, the settlement of Chernushka 2-ya in the Cheremkhovo District of the Irkutsk Region, the village of Krasnaya Gorka in the Krasninsky District of the Smolensk Region, as well as the village of Vankovo in the Tikhvin District and the settlement of Rovnoye in the Vyborg District of the Leningrad Region.
The press service of the Ministry of Digital Development responded to a question from a ComNews correspondent that there are no changes in the number of settlements compared to the December 2020 version of the application: "The purpose of the new version of the application is to clarify the legal names of operators and the coverage areas of the satellite signal. Moreover, the coverage of the population by digital television broadcasting has increased to 98.63%. For citizens outside the broadcasting zone, there is the possibility of free satellite reception of 20 mandatory public TV channels without a subscription fee."
When asked by a ComNews correspondent whether RTRS would make efforts to ensure federal digital broadcasting coverage for populated areas that are currently deprived of it, a representative of the RTRS press service responded that they had nothing to add to the Ministry of Digital Development’s comment.
The number of satellite TV subscribers in Russia amounted to 17.4 million at the end of 2022. The total subscriber base of four Russian satellite TV operators in 2022 remained virtually unchanged and amounted to 17.377 million, compared to 17.366 million at the beginning of the year, according to a ComNews survey.
The Russian satellite TV market is represented by four operators: OOO Satellite TV MTS, OOO NTV-Plus, NAO National Satellite Company (Tricolor), and GC Orion (Telekarta).
In terms of the number of satellite TV subscribers, the operators' shares at the end of 2022 were: Tricolor - 70.7%, Telekarta - 17.4%, MTS - 6.2%, NTV-Plus - 5.8%.
