Then, from 2025, Roscosmos will be able to act as a single supplier, providing businesses with guaranteed orders through forward contracts. We actively discussed this initiative with businesses. The draft law has undergone significant changes, including at the suggestion of private players. The law turned out to be good, it will work, and we will be able to form a new ERS market for Russia with the participation of private players. It is assumed that out of three satellites launched into orbit, one will be private. Accordingly, the state corporation will be guaranteed to buy images from private players through forward contracts, and private companies will be able to use these funds to create groups."

Director of the Department of Advanced Programs and the Sphere Project of the Roscosmos State Corporation Sergei Prokhorov supported the initiative and recalled the progress of work on the Sphere project: "Involvement in space activities is expanding towards private business. The basis for this was also the federal project Sphere, which was approved in 2021. The first challenge for us was the development and creation of a spacecraft, which JSC Reshetnev made in almost a year, which allowed us to ensure the protection of the orbital frequency resource of the Russian Federation. In 2024, we plan to launch two more small spacecraft of the Marathon IoT system. This is an infrastructure project aimed at developing the Internet of Things market. Also, by the end of 2024, we plan to launch four devices of the new orbital grouping of the Griffin survey monitoring. In the future, we will increase serial production of both satellite communications and remote sensing devices. Also, in partnership with colleagues from Gazprom SPKA, we support the project to create an assembly plant for spacecraft devices. And "Sfera" became the basis for the development of this public-private partnership, which we are already talking about with confidence. At the first stage of the formation of the federal project, teams were created, which included representatives of small innovative companies of private business. Thanks to this synergy of interaction, "Sfera" was formed.
