As ComNews managed to find out, all four contractors are affiliated with each other and are part of the Neoleks group of companies. The new contractor, which is ready to eliminate all the shortcomings of the four that failed to cope, is Novosibirsk-based OOO Atlant, which participated in the project as a subcontractor of OOO Tekhstroy at the previous stage. At the same time, last week, Atlant filed a claim against Tekhstroy with the arbitration court, demanding about 30 million rubles in debt from it.

As ComNews found out from participants in the communications construction market, Link-Artel, Dorstroytekh, Spektr tekhnologii and Tekhstroy are connected to each other and are part of the informal Neoleks group of companies, although representatives of all four do not officially admit this. It is indeed difficult to trace the affiliation of these structures (see ComNews Dossier below).

All four companies do not have websites. ComNews was able to find the phone number of the head of Link-artel LLC in the registration documents, who hung up as soon as he heard the word "correspondent" and no longer answered calls or messages in messengers.

A representative of Miranda-Media LLC explained to ComNews that the amount that the four contractors indicated in their claims was not paid for the work that was not done. According to him, the unfinished business mainly concerns work on creating design documentation, legalizing constructed objects and communication structures, and in some cases, construction and installation work.

"Our priority is to complete all the planned facilities, their execution in strict accordance with the legislation of the Russian Federation. The construction of our network is carried out with the help of contractors. When the contractor is unable to complete the facility properly, a third party is hired to perform the undone work: in this case, legalization, creation of design documentation and, in some cases, construction and installation work. If you can't do it yourself, let someone else do it. In such a case, the contractor is paid the amount specified in the contract, excluding payments to the third party," a representative of Miranda-Media explained the corporate position. He emphasized that due to the appearance of a new contractor, the total cost of the project will not increase, since the initially selected contractors will receive the amount specified in the contract, excluding payments to the third party involved.
