On September 23, another hearing was held in the Khamovnichesky Court on the fact of possible bribery (by an official on an especially large scale - Part 6 of Article 290 of the Criminal Code of the Russian Federation, up to 15 years in prison) by former Deputy Head of the Ministry of Digital Development, Maxim Parshin from the former head of Budget and Financial Technologies (BFT) LLC, Alexander Monosov (Part 5 of Article 291 of the Criminal Code - bribery, up to 15 years in prison). From the beginning of the hearing, the defense petitioned that, according to Article 241 of the Criminal Procedure Code, the consideration of a criminal case in court may lead to the disclosure of state or other secrets protected by federal law, and therefore asked the judge to hold the hearing without third parties in a closed format. Judge Olga Zhelyazkova rejected this petition.

I have been instructed to assist them and provide all the necessary information to Alexander Monosov on the progress of consideration of applications for grant support measures that interest him. Taking into account the above, I ask you to check the information for the presence of a crime in accordance with Article 285 of the Criminal Code of the Russian Federation." During the hearing, the state prosecution found out from Alexander Pavlov that the Center for Information Technology Competence (CIT) headed by Ilya Massukh, who is still a member of the RFRIT Supervisory Board, did not consider Alexander Monosov’s list a priority and that the maximum grant amount for one project was adjusted from 226 million rubles to 100 million rubles during the discussion by the grant committee.
