Russia has been promoting its own global agenda in the field of information security for several years now, and 2018 brought a number of successes .
On December 17, the UN General Assembly adopted the Russian resolution "Countering the use of information and communication technologies for criminal purposes." The resolution is aimed at launching a transparent political discussion on countering information crime and developing specific practical solutions in the fight against cybercrime in the absence of effective international legal instruments.
On December 5, the UN General Assembly adopted a Russian resolution on international information security. The document contains an initial set of 13 rules, norms and principles of responsible behavior of states in cyberspace, in particular four obligations:
use ICT exclusively for jamaica whatsapp data purposes;
respect the principle of state sovereignty in cyberspace;
cooperate in combating the use of ICT for criminal and terrorist purposes;
prevent the spread of hidden malicious functions in IT products (so-called “bookmarks”).
In addition, the set of norms sets out the following key principles: any allegations of malicious use of ICTs must be proven and States must not use proxies to commit malicious use of ICTs.
In the case of full implementation of the mentioned rules of cybercrime, it will be much more difficult to implement their transnational operations - to hide from Themis by taking advantage of the difference in jurisdictions.
